Creamed Spinach Gratin with Chive Drop Biscuits

1 cup diced onion

2 lbs baby spinach
1/2 cup heavy cream
1 cup shredded fontina cheese
1/4 cup grated parmesan cheese
1/4 tsp nutmeg

1 cup all-purpose flour
2 tsp baking powder
1/4 tsp baking soda
1/4 cup minced chives
2 tbsp chopped parsley
1/4 tsp kosher salt
4 tbsp unsalted butter, melted
1/4 cup + 2 tbsp buttermilk
