1 tablespoon olive oil
5 large garlic cloves, sliced and divided
1 cup dry white wine, divided
1/4 cup water
3 tablespoons unsalted butter
3/4 cup finely chopped shallots (about 2 large shallots)
1/4 tsp crushed red pepper flakes
zest of two lemons (about 1 tablespoon)
1/4 cup lemon juice
1/2 cup chopped parsley, plus more for garnish
