  1 head cauliflower
  1/4 cup + 2 tbsp olive oil, divided
  1 1/2 tsp kosher salt, divided
  1/2 tsp garlic powder
  1/4 cup tahini
  1 cup cilantro leaves
  3 tbsp lime juice
  1 jalapeno, seeds and stems removed (Unless you want it really spicy)
  4-5 tbsp water
